NOTICE OF PUBLIC HEARING REGARDING A PLAN OF FINANCE THAT INCLUDES THE ISSUANCE OF STUDENT LOAN REVENUE BONDS BY THE MAINE EDUCATIONAL LOAN AUTHORITY Notice is hereby given that a representative of the Maine Educational Loan Authority (the Authority’) will conduct a public hearing to be held on April 6, 2012, at 9:00 a.m. at the offices of the Authority, 131 Presumpscot Street, Portland, Maine 04103. The public hearing will concern the approval of a plan of finance that includes the issuance by the Authority of its tax- exempt student loan revenue bonds (the Bonds’) evidencing the Authoritys obligations in an aggregate principal amount not to exceed $15,000,000 for the purposes of (i) financing the origination and acquisition of student loans, (ii) making a deposit to the debt service reserve fund for the Bonds; (iii) paying a portion of the interest payable on the Bonds, (iv) paying costs and expenses of the Authoritys student loan program and (v) paying the costs of issuance of the Bonds, including costs associated with credit enhancement of the Bonds. The student loans originated or acquired with the proceeds of the Bonds will consist primarily of loans to eligible borrowers to finance the cost of attendance of Maine residents attending eligible institutions of higher education or of non-residents who are attending eligible institutions of higher education within the State of Maine. The Bonds are to be payable from payments on student loans pledged by the Authority to payment of the Bonds, a reserve fund and other moneys held and pledged under an indenture of trust securing the Bonds. In addition, the Bonds are secured by a capital reserve fund which may be replenished by amounts appropriated by the State of Maine therefore, but subject to action of the Legislature. All interested parties are invited to present comments at the public hearing regarding the plan of finance including the issuance of the Bonds and the Authoritys student loan program. Written comments to be presented at the hearing may be submitted to the Authority at the address stated above, attention Shirley M. Erickson, Executive Director. This notice is published and the above described hearing is to be in satisfaction of the requirements of Section 147(f) of the Internal Revenue Code of 1986, as amended, regarding holding a public hearing as a prerequisite to the exclusion from gross income for federal income tax purposes of the interest on the Bonds described above. Whereas, “forgive us our trespasses” requires a plan to welcome, perfect, return, and invite, be it hereby

Resolved, not only will lenders get a tax free income stream from their investment in Maine Student Loans, but also “Love thy neighbor” vacation ticket vouchers shall be bundled with the bond sales in an amount equal to 1% of the return on investment, and further

Resolved, when said vouchers are presente to the Maine treasury they shall be redeemed in U.S. dollars within 14 days and further

Resolved, the results of this pilot project shall be presented to the Congressional Budget Office and U.S. Treasury toward the goal of the state treasury of the Great Ever Green State of Maine being reimbursed [Whewwww hewwww] by the U.S. Congress […whewwww hewwwww…] as a token of appreciation for giving proof through the night that though U.S. currency may be payment for all debts public and private, it takes the love of “go with” (from the Latin, ‘con’ = ‘with’, ‘gress’ = ‘go’) as well as the freedom of choice endowed by the liquidty of legal tender to make an economy renewable and self sufficient.
