The central issue here is whether the runaway costs of the health sector, comprising nearly one-fifth of the economy, can be controlled without eroding medical quality. Almost everyone agrees that the delivery system — the amalgam of hospitals, clinics, doctors and nurses — should be reorganized to lower costs and eliminate unneeded care. The question is how.

Require the bill be presented at the time the services are rendered.
Require a second opinion from a doctor who does not know the other doctor.
Continue to require additional opinions until what degree of consensus is attained.
Require community clinics be established within 100 yards of each and every emergency room which accepts federal funds
Offer “Become your family health guide” certification through HEW
Require national service one year out of each ten years of life and make medical care taking tasks one of the areas which qualify for national service.
Make passing a physical fitness test a pre-requisite to qualifying to have your name entered into a lottery to win one million dollars.
Permit U.S. Surgeon General Intimacy Coaches to work with doctors and patients in legal environments re: sex, drugs, and rock ‘n roll, aka, entertainment
Make the use of service animals more widely accepted
Create the Interstate Smithsonian Green Belt Cultural Mall – the most spacious indoor and outdoor entertainment, vacation, recreation, and integrated sports and environmental lands network in world history
